Most industrial surplus is lost not because nobody wants it, but because nobody can measure it cheaply enough to trade it. Rinsing is the wet process that removes the contaminants which make resale impossible. Returning is the logistics and marketplace work that puts the clean stream back into a buyer hands and keeps the loop honest.
